NDT for safety - Recently Rail Accident at UP, India - A very Unfortunate accident in the history of Railways.

It is very unfortunate to see another disastrous train accident that has taken 140+ lives in UP. There reason is not yet concluded yet. However preliminary investigations shows there could be CRACKS ON RAIL TRACK DUE TO EXPANSION AND CONTRACTION - a natural process that happened in hot and extremely cold weathers. Now the question arises is are we ready enough for high speed rail network in India. The high speed rail network is planned to be many time speeded that the once existing at the current tracks. Are we prepared enough for that is the question that needs to have crystal clear answer. As I routinely says in my technical talks we are having enough technology to make the rail travel safe but the problem is effectiveness in implementation of such stringent maintenance checks by the authorities. An effective NDT program implementation could have saved these valuable lives and financial losses. It is also funny that track safety rely on simple visual inspection done by the track maintenance personnel who may have a little or no knowledge of the material behaviour/crack initiation and propagation mechanism. Railways should cope up with the latest NDT technology procedures being adopted by various countries/organization for rail safety by using professionally trained NDT engineers to do such critical inspections. Its is time for the review on the maintenance check procedures that are being in place to ensure the safety of railway passengers. Punishing the culprits after the loss of lives can never bring the justice to the dependents of the families. Such instances are never tolerable any more with the advancements in Nondestructive testing -NDT. Conclusively I feel there should be professionals to carry out visual inspection on daily basis and also Ultrasonic Inspection -UT at specified intervals. I also feel that the present Hon’ble Prime Minister Shri Narendra Modi and Mr Suresh Prabhu, Hon'ble Railway minister both looks to be very enthusiastic in implementing such programs in the interest of India and its citizens. Let us see how railways are transforming in becoming the part of India's Growth story in the coming days.

JOB DESCRIPTION

1)    Codes, standards and specifications: Interpretation of the intent and ensuring the requirements of codes, standards and specifications are met.
2)    Welding procedures: Ensuring that a procedure is available, has been approved and is being employed in production.
3)    Witnessing of welder and procedure approval tests: Witnessing the preparation of test plates and destructive tests and verifying compliance with appropriate standards and specifications.
4)   Welder approvals: Verifying that adequate and valid welder approvals are available, and that only approved welders are used in production.
5)    Parent material: Verifying parent material against documentation and markings.
6)    Welding consumables identity: Verification of correctness of welding consumables (electrodes, filler wires, consumable in­serts, gases, fluxes etc.)
7)   Pre-weld inspection: Verification that dimensions, fit-up and weld preparations are in accordance with specifications.
8)    Preheating: Verification that any required preheat is in accordance with the specified procedure.
9)    In-process welding inspection and surveillance: Surveillance during welding to verify compliance with specified procedures including any pre­heat, interpass temperature control and post heat require­ments.
10) Inspection and Test Plans: Assistance and agreement with the preparation of Inspection and Test Plans (ITP’s) 
11) Post-weld heat treatment: Verification, when required that post weld heat treat­ment has been conducted in accordance with specification requirements.
12) Post-weld visual inspection: Visual inspection and dimensional check of completed weldment against specification require­ments and drawings.
13) NDT reports: The study and cognizance of NDT results on any welding work for which the welding inspector is responsible. Where the duties of the welding inspector include using NDT methods such as liquid penetrant, magnetic particle, radiography or ultrasonic inspection then it is suggested that he/she obtains certification in accordance with the related approval schemes.
14) Reports: Evaluation of and preparation of inspection reports for the employer or the client.
15) Taking care of all legal compliance in place for carrying out welding inspection job.
16) Maintaining documents as per QMS.
17) Responsible for safety precautions during welding process.
     18) Records: Maintenance of records of inspections carried out

The American Society for NDT - ASNT is excited to announce expansion of its computer-based testing (CBT) internationally effective 3 January 2017. This brings ASNT’s goal of increased accessibility for exam takers, secure paperless application and examinations full circle. It was May 2016 when ASNT first announced its chosen partner, Pearson VUE for the administration of CBT.
Candidates will now experience streamlined scheduling by having the option to schedule via phone or online 24/7 at a worldwide network of Pearson VUE exam centers which also includes National Sponsoring Organizations (NSO’s) and current Authorized Examination Centers (AEC’s) from which to choose.
Once your application is approved, you will receive an email when the computer-based testing scheduling system is open for you to create your Pearson VUE account. Schedule your computer-based examination at a Pearson VUE exam center, NSO or AEC.
The majority of NDT examinations are automatically graded and therefore the candidate will receive their NDT examination results immediately at the test center. Examinations with essay responses will not receive onsite results as they require additional validation.

The Indian Institute of Welding (IIW-India) is a non-profit professional body, established in 1966 to promote the interest of welding industry and practicing welding professionals in India. As the sole Indian member society of the International Institute of Welding, IIW-India represents Indian interests in development of global welding education/certification programs and formulation of international welding standards apart from participating in exchange of technical and scientific information. IIW-India is headquartered at Kolkata and has thirteen branches located at key industrial cities.
The Mumbai Branch of IIW-India, with its large individual and corporate membership, is one of the Institute's most active branches. The branch conducts technical lectures, refresher courses, welding training programmes, workshops and seminars on a regular basis for its members, engineers and welding practitioners.

The objective of this seminar is to provide a forum for professionals from industries, academia and research institutions to share and enhance the knowledge base in welding & welding inspection science and technology. The IIW foundation (a body of IIW India) invites a specialist from the American Welding Society to conduct a series of technical lectures every year on any important / critical subject in different Indian cities. We have seven such series of lectures in the past from eminent experts. The eighth series of technical lectures are being held this year as well from 16th to 27th January 2017 on Heat treatment of welded structures by Mr. Christopher J Bloch, Advisor AWS D10 Committee of tube & piping.
Authors interested in presenting papers on relevant topics are requested to email the full manuscript of their papers on or before 29th December, 2016. Authors are requested to send the full text of their papers in MS-Word format, page size A4, font - Times New Roman size 12pt, page numbers right-aligned in the footer, pictures & figures duly scanned and centre - aligned, text in single column only, with total word count not exceeding 3000; to Dr. Krishnan Sivaraman  (krishnan.sivaraman@larsentoubro.com). The Indian Instituteof Welding (IIW–India), Chennai is organising a one day Workshop on “Heat Treatment of WeldedStructures.The workshop will cover topics on Heat treatment before and after welding, Stress relief, Metallurgical effects of PWHT, Modes, reasons of failures etc. The workshop will also include a presentation and demo by M/s ITW Weld, on Induction heating system.

The Workshop is being conducted at Chennai on 20thJanuary 2017 at Hotel Radha Regent, Chennai from 09:00 hrs to 15:30 hrs, as a part of the IIW India – AWS Lecture Series. The speaker is Mr. Christopher Bloch.He is an advisor to AWSD10 committee for welding of tube and piping. He is member of the ASME peer review group for welding of ferritic creep resistant steels and has been awarded eight US patents.

Please note about the recent recent incident of radiation injury and lesson to learn from the incident during Radiography Inspection.

INCIDENT

- An UNTRAINED worker was engaged by a company to use Radiography Camera having 30 Ci of Ir-192 Source.
- The person was neither radiographer nor trainee, so no knowledge of radiation safety.
- NO TLD badges / NO SURVEY METER / NO POCKET DOSIMETER was given to the worker.
- The pigtail along with the radioactive source was decoupled in the guide tube.
- The worker noticed it only when he removed guide tube for storage of the camera.
- He picked up the source by hand and put it back to the camera.
- Photograph of his right hand is attached for your information.



LESSON TO LEARN
- Never engage unqualified workers to handle radiation sources/devices.
- Even do not allow 'Trainee Radiographer' without supervision of qualified worker.
- Always after each exposure ensure that the source is inside the camera by using a survey meter.
- Digital pocket dosimeter with beep alarm is very useful during radiography.
- Follow all radiation safety procedures during radiography.

IT CAN HAPPEN WITH ANY RADIOGRAPHER.
SO BE CAUTIOUS WHILE HANDLING RADIATION SOURCES.

  • To instill a deep understanding of basic concepts of vibration to participant design engineers / analysts.
  • To enable participants to appreciate significance understanding of vibration physics.
  • To get a feel for physics based on correlation of hand calculations, FE Analysis and measurements.
Methodology:
  • Interactive workshop, will have lectures by multiple experts with 25 to 40 years of experience.
  • Problems to be solved by participants in the workshop.
    • It is expected that participants will solve all a series of problems by hand calculation within the workshop.  For FE analysis, participants can take it as homework and send the results. Participants are also encouraged to bring their laptops with the FE software of their choice. 
  • Analysis of vibration test data and correlations.
  • Quiz and open house discussions.
  • A test at the end of 2 day session.
